+. Pursuant to the provisions of reference (a) Subject,
nereinafter referred to as Petitioner, filed enclosure (1) with
this Board requesting, in effect, that the applicable naval record
be corrected to add the Loan Repayment Program (LRP) to his
enlistment guarantees.
2, The Board, consisting of Mr. Zealman, Mr. George, and Mr.
Ruskin, reviewed Petitioner's allegations of error and injustice on
4 August 2014 and, pursuant to its regulations, determined that the
corrective action indicated below should be taken on the available
evidence of record. Documentary material considered by the Board
consisted of the enclosures, naval records, and applicable
atatutes, regulations and policies.
3. ‘he Board, having reviewed all the facts of record pertaining
to Petitioner's allegations of error ana injustice, finds as
follows:
a. Before applying to this Board, Petitioner exhausted all
administrative remedies available under existing law and
regulations within the Department of the Navy.
b. In correspondence attached as enclosure {2), the office
having cognizance over the subject matter addressed in Petitioner’s
application has commented to the effect that the request has merit
and warrants favorable action.

RECOMMENDATION ;
That Petitioner's naval record be corrected, where appropriate, to
ghow that:

b. Option (2) of annex B to the DD Form 4 reflects “Loan
Repayment Program (LRP) up to $65,000", vice “N/A”. All other
enlistment guarantees remain the same.
c. This change allows Petitioner to apply for benefits under
LRP. However, final determination of eligibility cannot be made
until Petitioner submits the reguired LRP documentation. A Copy of
this letter, the corrected Annex (NAVCRULT 1133/52), and initial
LRP application information should be provided to the LRP desk.

d. A copy of this Report of Proceedings will be filed in
